Sure, he could've had tougher training, partners, and been there longer, but 13 * 20 = 260, and I'm not entirely sure he'd get that much stronger in 230 days (I forgot how long, FML), even with those factors. Nobody's ever gotten that strong except for Gohan when he trained for the Saiyans. And that's a beautiful avatar.

Piccolo received a massive gain in 1 week of King Kai's training so I don't think Tien's increase is out of the ordinary. Also we have the Villain progression system. In db/dbz we have Tien, Krillen and Yamcha catching up with the previous arcs villains and even surpassing them. For example Tien 23rd Budokai=>Piccolo Daimo>=Krillen (i'm not going by the pls at the beginning of dbz because they are extremely bogus), Tien>Krillen>Yamcha>Raditz, and so on the extent that it is likely that Krillen surpasses Ginyu at the Frieza fight. Now I'm not saying that they are near Frieza's level(hence the pl list) but there is a steady progression and I think Krillen describing both Tien and Yamcha's kis as 'huge' (pre any battle strength vs Androids) suggests this progression. And yes Hayden Panettiere ftw.

Ye that's why I think the lower 5th/6th of Frieza's is probably best considering the calibre of the opponents they were potentially facing.
